Description:
Representative Raúl Ruiz, M.D. is a Senior Member of the Energy and Commerce Committee and former Chair of the Congressional Hispanic Caucus. The Office of Representative Ruiz seeks a Legislative Assistant to lead a portfolio focused on health policy and other issues as assigned in his Washington, D.C. office. The Legislative Assistant will support the Congressman’s work on the Energy and Commerce Committee’s Subcommittee on Health. This is not an entry-level position. Salary is commensurate with experience; the office offers competitive and comprehensive benefits.
Responsibilities:
The Legislative Assistant will work closely with the Legislative Director and Chief of Staff to develop and execute a coordinated legislative strategy across health and assigned issue areas. Responsibilities include, but are not limited to: • Lead the Congressman’s legislative portfolio on health policy and other assigned issue areas. • Support the Congressman’s work on the Energy and Commerce Committee’s Subcommittee on Health, including preparing for and staffing committee hearings and markups. • Work with the Legislative Director and Chief of Staff to develop and execute a coordinated health care legislative strategy. • Draft legislation, amendments, and cosponsor recruitment materials. • Write talking points, briefing materials, and memoranda pertaining to assigned issue areas. • Monitor policy developments across the assigned portfolio and proactively flag emerging issues for leadership. • Work closely with the communications and district teams to advance the Congressman’s health policy priorities. • Interact with key constituent groups and stakeholders, including patient advocates, health care providers, insurers, and federal agency officials. • Perform additional duties as assigned by the Legislative Director and Chief of Staff.
Qualifications:
The ideal candidate is highly motivated, detail-oriented, and able to work under pressure while meeting deadlines in a fast-paced environment. Candidates with ties to California are encouraged to apply. Ideal candidates will have: • A bachelor’s degree or equivalent relevant experience. • Either 2–3 years of Capitol Hill experience or relevant health policy experience. • Strong written and oral communication skills, including demonstrated ability to draft legislation, amendments, talking points, briefing materials, and memoranda. • Familiarity with the congressional committee process, including preparation for and staffing of hearings and markups. • Knowledge of federal health policy, including issues within the jurisdiction of the Energy and Commerce Committee’s Subcommittee on Health. • Demonstrated ability to manage a legislative portfolio and develop proactive policy strategy in coordination with leadership staff. • Ability to work collaboratively with communications and district teams and to engage effectively with constituent groups, advocacy organizations, and agency officials. • Strong attention to detail and the ability to manage competing priorities in a fast-paced environment. • California ties are a plus
