Description:
The Democratic Staff of the House Committee on Oversight and Government Reform is
seeking a seasoned Senior Counsel to help lead high-profile, complex legal investigations. This Position is based in Washington, D.C. The salary range is $120,000–$145,000. The
final salary will highly commensurate with educational and professional experience. We

Responsibilities:
Position Overview
1. Lead Investigations: Serve as lead counsel to own and drive complex
investigations end-to-end—proactively identifying lines of inquiry, setting
investigative strategy, developing workplans, and advancing matters with urgency
and minimal oversight.
2. Interviews & Depositions: Conduct transcribed interviews and depositions;
develop outlines and exhibits; protect the record; and manage privilege,
confidentiality, and classification issues.
3. Written Work Product: Draft detailed memoranda, letters, reports, document
requests, and public-facing materials that translate complex facts into clear
findings.
4. Document Production: Oversee document collection and review protocols;
coordinate with staff on review and productions.
5. Hearings & Briefings: Drive preparation for hearings and briefings for Members of
Congress; develop fact memos, exhibits, member questioning, and rapid response.
6. Proactive Case Development: Independently identify emerging issues, pursue new
leads, and anticipate evidentiary, legal, and political risks—ensuring investigations
progress efficiently without the need for continuous direction.
7. Strategic Counsel: Advise Democratic Members and senior staff on posture,
precedent, and investigative strategy within the Committee’s jurisdiction.
Qualifications:
The ideal candidate is highly proactive and has the skills to take full ownership of
investigations from inception through public presentation—someone who identifies leads,
anticipates issues, and drives investigative strategy forward without waiting for direction.
This role requires sound independent and political judgment, decisiveness under pressure,
and the ability to move matters forward in fast-moving, high-stakes environments.
This is not an entry level position. Qualified candidates will have at least 10 + Years of
legal experience, including substantial, hands-on investigative leadership—e.g.,
complex litigation, public corruption, white-collar, major civil or criminal enforcement, or
comparable internal investigations. A proven record conducting and leading
interviews/depositions and managing sensitive fact patterns under intense public
scrutiny.
This person should bring strong collaborative leadership skills (the ability to coordinate
across Member offices, agencies, and stakeholders while keeping a fast operational
tempo). In addition to exceptional writing and research skills with the ability to distill
dense records into precise, persuasive work products on tight deadlines and have sound
political and legal judgment, with the discretion to handle confidential and sensitive
information.
Preferred but not required:
1. Capitol Hill, Executive Branch, or prior oversight experience.
2. Trial or litigation practice; complex e-discovery; privilege and classification issues;
drafting subpoenas and managing compliance.
3. Security clearance at the TS or TS-SCI level.
